 COP, what kind of meeting? 

Weather disasters such as floods, heat waves, and droughts occurred one after another around the world, and Japan was hit by record heat in late June ~ early July this year. Discussions to accelerate greenhouse gas emission reductions: COP27 to open on November 6

The 27th session of the Conference of the Parties (COP27) of the United Nations Framework Convention on Climate Change (UNFCCC) will open in Sharm el Sheikh, Egypt, on November 6. After Russia's invasion of Ukraine, amid concerns that measures will be stagnant due to a return to fossil fuels, the focus will be on whether each country can cooperate to strengthen the reduction of greenhouse gas emissions.

The exhibition is scheduled to be held until the 18th. A summit meeting will be held on the 7th~8th, and President Biden of the United States will attend on the 11th. From the Japan, Environment Minister Akihiro Nishimura is coordinating to participate from the 14th.

At last year's COP26 in Glasgow, England, it was agreed to make limiting the temperature rise to 1.5 degrees Celsius above pre-industrial levels a de facto global goal in order to reduce damage caused by global warming. COP27 aims to adopt a work plan to accelerate reductions by 2030 to achieve this goal. A ministerial meeting was also held to discuss the plan intensively.

COP27 Begins: Accelerating Greenhouse Gas Reductions, Supporting Weather Disasters, and Other Topics

The 27th session of the Conference of the Parties (COP27) to the United Nations Framework Convention on Climate Change (UNFCCC) opened in Sharm el-Sheikh in eastern Egypt on June 6. Amid a series of abnormal weather events in various regions, the focus will be on expanding support for developing countries and whether we can accelerate greenhouse gas reductions by involving emerging countries. The exhibition will be held until the 18th.

At COP26 held in Glasgow, England last year, it was agreed to make limiting the temperature rise to 1.5 degrees Celsius above pre-industrial levels a de facto common global goal in order to limit the damage caused by global warming. However, even if each country reduces greenhouse gas emissions according to their current targets, it is far from achieving "1.5 degrees Celsius."

The World Meteorological Organization (WMO) announced on the 6th that the average global temperature this year will be about 1.15 degrees higher than before the Industrial Revolution. Global mean sea level is expected to reach a record high.

According to the WMO, the temperature in January~September this year is 1.15 degrees above and this year could be the fifth or sixth hottest year ever. In addition, since January 2020, the global mean sea level has risen by about 1 centimeter, accounting for about 10% of the increase since 1993, when satellite observations began. The rate of increase in the last 10 years is about twice that of the 10 years since '93.

COP27 summit begins, Prime Minister Fumio Kishida does not participate

The summit meeting began on November 7 at the 27th session of the Conference of the Parties (COP27) of the United Nations Framework Convention on Climate Change (UNFCCC) held in Sharm el Sheikh, Egypt. In his opening remarks, UN Secretary-General António Guterres called for unity, saying that "the two largest economies of the United States and China have a responsibility to make efforts" to achieve an agreement to accelerate the reduction of greenhouse gas emissions.

The summit is scheduled for two days, and the leaders of about 100 countries and regions, including the United Kingdom, France, Germany, and other regions, will attend and give speeches on their country's climate change countermeasures. Prime Minister Fumio Kishida declined to participate. This will be the second consecutive year that a summit-level session will be held at the convention's conference.

Secretary-General Guterres said, "Developed countries must take the lead in implementing countermeasures, but in order to reverse global emissions from decreasing, the efforts of emerging countries are also important." He called for developed countries to abolish carbon-intensive coal-fired power generation by 2030, and for emerging and developing countries to abolish it by 40 years.

Disaster "Early Warning" due to abnormal weather to be spread in 5 years UN action plan

On November 7, the United Nations announced an action plan to make "early warnings" available to people around the world over the next five years, which conveys the risk of disasters caused by abnormal weather in advance through weather observations. It requires a new investment of 3.1 billion dollars (about 460 billion yen) and calls for the involvement of each country amid a series of weather disasters such as floods and droughts that have been pointed out as the effects of global warming have been pointed out.

President al-Sisi of Egypt's presidency emphasized that "countries like Egypt, which do not have a strong economy, have been hit hardest by the coronavirus pandemic and have now been damaged by the Russian-Ukrainian war," expressing the position of developing and middle-income countries. "Let's end the destruction and killing," he said, calling for an end to the war. However, he did not present a concrete plan.

Egypt is the world's No. 1 importer of wheat and has relied on Russia and Ukraine for 80% of its imports. It has also been affected by soaring fuel prices. Although pro-American, it cooperates with Russia on arms imports and the construction of the country's first nuclear power plant.
